Congress past gets the blame for this one. The law establishing the NPS and national parks in general (1916, of course they'd been *creating* 'em since 1871!) requires the NPS to "maintain unimpaired" and to "provide for the public enjoyment of" National Parks & Monuments. Maybe that didn't seem quite so much a contradiction back before everybody had 2 cars and wanted to bring 'em both to Yellowstone?
