I second Kelly's motion. In an 18-year career managing short line railroads, I have dealt with the FRA and their state proxies on a regular basis. I have yet to meet an FRA field inspector who was vindictive and out to get me. I know people who have been burned by the FRA, and for good reason. When they try to hide things, falsifying inspection reports or hours of service reports or engineer qualification records, the FRA guys will come down on them with both feet. My experience has been that the FRA will work with you as long as they see that you are making a genuine effort, and they will give you every opportunity to meet the regs before they even threaten with a fine.
