What the Commision essentially said:
"The Commission is beginning to prepare some written standards for track maintenance to satisfy an FRA request and setting up a locomotive standards and procedures system as well as a tracking system for locomotive repairs."
What the FRA is asking for is OUR "standards and procedures" for how WE do things. These can be based on what OTHERS do, but they expect the work to be done in accordance with SOME standard procedure, and/or SOME "Standard railroad Practice".
The FRA is NOT asking the CTSRR to write standards for the FRA to follow, or for the entire ng industry.
As Mark V says below, they are wanting to see a standard which can then be followed in the future, ON THE CTSRR!
