Agreed on all points. The CTSRR (in particular the RGRPC this last summer) and the FRA have developed a good working relationship. There is NOTHING adversarial about it. Indeed, the railroad STARTED the push toward creating track and locomotive standards and procedures. There are track problems, some pretty severe. The railroad knows this, and IMHO they welcome the expertise of the FRA in helping to evaluating and prioritise those problems.
The same is true in the locomotive shop.
If you look at the pictures of Martinez Point before the work there, it is hard to argue that it was safe. The FRA did their job and frankly, I sleep better at night.
The picture below is of the worst spot at Martinez. The severely undermined roadbed under the track is now in Los Pinos Canyon. The highly fractured rock broke apart and slid into the canyon during the grading.
