It seems that the FRA has taken a realistic approach in requesting a set of standards from the C&TS. I have taken the trouble to read the FRA documentation for locomotives and most of that makes sense and was written in the light of experience. Adopting a confrontational approach with regulatory bodies does not engender good relations with those authorities. In my experience (UK) if these bodies offer advice it is best to comply because they have means of enforcement..........
