Agreed about your points Dan. Return to operation is the highest level of preservation, with under cover being next. But there are hundreds of steam locomotives preserved in town parks etc, open to the elements, and even at super reputable museums like the CRRM. Not everything can be under cover.
I first saw 278 at Montrose in 1963, and it was in decent shape considering many I had seen elsewhere. [
ngdiscussion.net] So being adopted by the folks who have her now is a huge improvement vs what some engines near where I live endure - the stewardship seen with the recent renewal is super. And I’d always hoped 278’s rather remote location would deter gratuitous vandalism, and I hope this has been the experience to date.
