Like you said they were probably put there to appeal to the general public, who unlike us railfans could care less about the stacks. I think the perception comes from all the old western movies with big cabbage stack, or diamond stack engines being seen in cowboy and old western movies. Many of the movies of the 50's and even 60's depicted trains this way, so folks equate the big stacks with a cool old train from the west I guess.
Our family rode the Silverton train in the fifties and in the 60's and beyond. I remember a trip in the sixties where there werre gun fights in Silverton right after the train arrived. They even had a guy fall off a second story roof which I thought was really cool when I was a kid.
Colorado being such a mountainous state with the rich history of rugged trails, and mining, just oozes of western appeal, especially to outsiders, thus the appeal of such hokieness I suppose. Hey, as a kid I enjoyed the train trip and the gunfights. Silverton was cool for kid who liked cowboys and Indian stuff!
