I was there when the 484 almost rolled. But railroading is routinely done very safely in the snow, so long as it is done carefully. D&S is doing it regularly. Quite a few "snow" trains had been on C&TS on previous years without major problem. The causes of what happened to the 484 are avoidable.
The problem with winter operations in my view is more one of economics. Snow clearing is expensive, and the high tide of summer tourists isn't around to enjoy and help pay for the ride. Not to mention that on the C&TS winter is reserved for inspection and major shop work on all the locomotives. So I don't expect to see it happen soon.
But winter operations were a significant part of DRGW ng. operations, and recreating a bit of that history is not without some historic preservation value.
