I understand the problem of the year to year funding, that is the state process and the point I am obviously not communicating clearly. They (both states)need to make a long (10-20 years)term committment (funding plan). It is no different IMHO from how they would finance and build a highway, or other public works project. I guess the bottom line is both states (especially Colorado)lack the political backing to really want this to happen. So we will bumble along until the next annual crisis... what a way to run a RR and state(s)...
