Rod, the problem is you can't contractually bind the commission because it is a government funded agency. If the legislature(s) decide in any given year not to fund C&TS, there is no funding. PERIOD. There is no recourse. *That* is the fundamental political problem.
If you can't get your head around that facet of the C&TS operation, you will never ever come close to fashioning a solution to the problem.
