Your line, "Has either the C&TS or D&SNGRR contacted Flint to ask into how to acquire 464? If not, why not?" does have an accusatory tone to me.
One of my pet peeves are these threads that pop up every few months with the theme of "why don't '
they' do this, or why don't '
they' restore that." My general question in response is why don't
you do this or why don't
you restore that. I have yet to see a thread start with, "Hey,
I have $10,000 (or $1,000,000) that's burning a hole in my pocket, how do
I donate it where it will do the most good?", they always start with a variation on "here's my suggestion for how to spend someone else's money", followed by upset when that suggestion isn't acted on by that someone else.
Several good responses have been posted as to why such a thing probably would never happen. If you want something to happen, harping on it on the net isn't going to get you anywhere. Come up with a business plan that provides a guaranteed payoff for all parties, meet with them, and convince them that it is in their best interest to proceed. That's what will justify five figure charters or moving bills, or seven figure restorations or sales.
