464 was converted from a superheated loco to a soak by Knotts Berry Farm. It would not be suitable for either the D&S or the C&TS without some expensive modifications. The Huckleberry line is essentially level and the engine works well for them.
To get them to give up the 464 would require providing them with a suitable replacement locomotive, freshly overhauled or new built. Not too many of those available as trade bait.
Talk of "returning the 464 to its home rails" is a bit problematic. The D&RGW sold or gave the 464 to Knotts Berry Farm after sitting out of service in Durango for 10 years or so. When it needed major repairs at Knotts, they donated it to the Huckleberry RR, rather than spend the money to overhaul it. Since being on the Huckleberry, the 464 has received two major rebuilds and is well cared for. It's also permanently lettered Rio Grande, which is more than can be said for most of the ex Rio Grande locos on the D&S and C&TS. Besides, the C&TS already has a K-27 and the D&S needs more powerful locos, not one slightly less powerful than their K-28's. Or if left in it's current saturated form, a lot less powerful.
