The "hatever this is" Brown-System is actually the way the Locomotive is propelled. Have a close look at the pciture and you will notice the main rod (sorry, can't remenber the right term at the moment) is going to the front of the locomotive. There it is connected to a rocker arm which connects it with the cylinder, actually "laying" on the running board.
The operable steam rotary is still on the active roster of RhB, even though they have been delivered a very modern snowblower they only replaced the older electric/diesel (?) ones, not the steam rotary.
The Blonay-Chamby example is technically operable for demonstration "spins" as seen at the end of this very interesting video:

It was usually fed by the little tramway's boiler. I don't know if this is still being done after the tram's recent overhaul.
There is a third NG steam rotary, this is getting restored at the moment, to be used on the Furka Bergstrecke during snow-clearing. When it is finished it will be better than new!
