This idea sounds myopic on a bunch of levels.
First, a giant butt-ugly prefab building would look really tacky as your southern entrance into Chama. Sure, you can't see it from the station, but everyone that drives in gets it as a welcome to Chama and anyone who lives in Chama gets to see it in their face daily. Might just as well put in that Best Western and McD's while you are at it.
Second, any great idea such as this sounds ludicrous when the Friends are hard at it to scrape up enough dough to fix the locos and cars used in daily service. The money could be spent in other areas much more effectively.
Third, mention of unclogging the yard at Chama strikes me as weird. What exactly is expected to come into the yard that needs yard tracks? Maybe a few EBT hoppers, but hardly enough traffic to worry about.
Fourth, any mention of a project like this ought to go through the planning board for Rio Arriba County and be presented with a full explanation of where the funds are coming from and how exactly this big box is going to benefit the aesthetics of the area.
The more I think about it the less I like it.
