I hate to keep jumping into this thread but I think some on-site observation is needed. Last year was political, this year is political, and it will always be so.
Last years' manager hired a few of his buddies to help run the railroad. Same thing this year. I think that the change in management was a good one and has put a stop to most of the micro-management that was a big problem last year. But the GM can only change so many things at once, and the BoD holds the purse-strings.
IMHO morale is worse this year because the employees were expecting some changes that the RGRPC apparently can't afford- like raises and benefits.
I won't go any further with it here, but something has got to give.
