I am guessing its the closest available location that falls into the approved used and view charts. If they close the south almost 4 wheel drive road that leads to Terrace ave and make the North entrance both the exit and entrance then it is available to all visitors and everyone will drive right by it. Close to the action ??? Ash pit, Coal Tipple (demonstration's), water tower, demonstration's other equipment. YES it would be close to the action. All the other suggested locations that I can think of are much farther away.
