Sorry George, but on 10 MHP track, which is what the C&TS is, it is a waste of money. The crew should be able to inspect from the ground and should inspect from the rear car as the train leaves the scene.
On the UP we have track inspectors out daily (not twice weekly). The rail is ultrasounded a minimum of once every 90 days. Our Conductors are expected to inspect the track for obvious defects while they inspect their train. It's worked well for the last 30 years so I think that the UP knows their business. As for "thermal misalignments" or track damaged by an emergency stop... Here on the main line I have seen two "thermal misalignments" and no, absolutely no track damage done by an emergency stop. As I said, a waste of time and resources, especially in the C&TS case predicated on my experience.
As for the lines back East, I'm not going to venture a guess because I don't work there and don't know what kind of climatic or ground conditions they have. If they are still playing catch up from either Conrail or PC or the predecessors, I can't tell them, it's their business. As for what you've found, congratulations, but I've never seen the same from the same cause, ever.
