Actually George, no they don't.
If you are on a train that goes into emergency the protocol is to first notify the dispatcher to stop any opposing traffic. It is then incumbent on the Conductor to walk BOTH SIDES of the train for its entire length to check for any derailed cars, track damage or anything that can affect the movement of his or any other trains. This includes the errant drawbar. If nothing is found, an Application and Release Air Test is done and the train continues.
The track is not bad ordered nor are the speeds of trains reduced in any way after an emergency application, whether intentional or unintentional.
