In re-reading your original post, if the C&TS is using the GCOR and not walking their trains when they go into emergency, then they have only themselves to blame if someting gets torn up.
You can't save people from themselves.
Unfortnately for the C&TS, this lack of adherence to the rules will either (a) come back and bite them in the ass with immediate damage or injury or (b) start being spread throughout the Railroad community, and later the Railfan community, and later the General Public and it will still come back and bite them in the ass.
At the length of a C&TS train, it should take them about 20 minutes to inspect it, if both Brakemen hit the ground and each inspects 1/2 of both sides of a train. It's a cheap insurance policy and if it's not done, it should be, especially with the antiquated equipment that they use.
