If were questioning years, I got a few more on you and all in management and rules. Glad you agree the C&TS may be due a little review of their methods.
"At the length of a C&TS train, it should take them about 20 minutes to inspect it, if both Brakemen hit the ground and each inspects 1/2 of both sides of a train." I gather you meant 1/2 minute not 20 minutes to inspect the train and give the okay to proceed. Not really a big delay since it takes that long to test the air.
That is news to me that the BNSF and UP have trained their train crew men to be qualified track inspectors and can also cross the craft lines. Wonder if the FRA would accept the trainmen inspections for track for the twice-weekly reports. Might be able to lay off some more labor when traffic is down, by using spare trainmen. Just joking of course.
