This really ain't narrow gauge, but some cyclists do violate the law, as just about any group using the roads will sometimes do. In the Willamette Valley most races have lead and trailing vehicles and occur on weekends so they don't interfere with most commute traffic. They insist the cyclists obey the laws, or they will take them out of the race. These guys also pay for permits to race.
One of the most interesting highway delays occurs in John Day, Oregon when a local rancher drives his cattle from winter range to his ranch east of town or vice-versa. There is nowhere for them to go except downtown main street. Believe me, they have the right of way. If parked, stay parked. If trying to get through, go into the DQ, get some ice cream and wait it out, or get out your camera to show the folks back home it really happened. Don't bother to complain, this is cattle country. And yes, they have a permit.
