I have yet to investigate exactly what "World Heritage Status" means. If, as I suspect (cynic mode on), it is a grandiose term which doesn't confer any benefits then it will, eventually, be realised that it is totally pointless. Yet another empty gesture by the political types who know it doesn't cost them a penny but makes them look good.
On the other hand it might turn out to be similar to the listing process in the UK, which I refered to my earlier posting. In this case organisations such as "English Heritage" have the last word about what a property owner can do to a property to which they have clear title. Not something most individuals/organisations are happy with.
If "World Heritage Status" is to succeed it must confer some benefits upon those who actually have to run/maintain etc, the property so blessed. What form these benefits would take I don't know, perhaps a mixture of financial, technical and moral. It should not take the form of "outside experts"* swanning around demanding totally inappropriate activities.
* much like what is known as seagull management in business - they fly in, make a lot of noise, sh*t all over the place and then fly away.
