First of all ,your concern is legitimate .A lot of engines are apart now . Most of the engines you list have been on display for decades . In 315's case the display was so rundown something had to be done , and it wasn't just a paint job that was needed . The engine had received lots of half-good band-aid repairs . The tender frame was actually rotted away-gone-in places .The tank was so rusted it was about to collapse . The engine was stripped so bad and pimped up with a fake stack , headlight and collapsed wooden "cowcatcher" ,it looked like neither an F&CC engine nor a D&RG engine . It was ready for some big money ,and the owner was not willing to make the investment . Our group ,the DRHS, has . While we were at it ,we decided to do FRA-required testing to see if it could run . If we cannot return it to operating condition the DRHS is committed to restoring 315 to its 1939 appearance . The process is a long haul deal . Like a lot of groups ,we are all volunteers , we can work only 8 months a year ,and some of us still have jobs . However ,we a very proud of our accomlishments ,as the tender rebuild was difficult ,mainly because it was so dilapidated .Unlike modern engines the old steamers had a lot of wood ,and usually that all needs replacement . Our next big project is a new cab ,new appliances ,and then a decision about whether to make it operable or simply a great display . Since most of the engines on your list have been on display for about 50 years ,most are at that point where major repairs are badly needed . Unfortunately ,this happpens in a long recession ,and fund-raising for most of these projects has been difficult . FRA rules are several pages long and a little confusing . It is also very frustrating when a committed restoration group gets no support from the owner or other institutions that one would think could be relied on .I think some of the projects you mentioned the ball was dropped ,and you are welcome to backchannel me for a more detailed opinion . It will take time ,but whether these engines are made operable or not ,they should make the displays good for a couple more genrations .
