Karasu,
Au contraire, mon ami. Quoted from CHS RFP, From RFP-MR-RAILROAD-05 RESPONSE TO VENDOR INQUIRIES Published July 14 , 2004, ref page 3.
"What is the status of rolling stock for use on site?
The Society has Engine #9, one passenger coach, one flat car, one gondola, one stock car, and one caboose that can be make available for operational use. The price and restoration needs are presently under evaluation. The postal car can also be used for special events or promotion of the new railroad service. Work on Engine #9 has commenced."
That is pretty specific and if it is not so then it is just another example of the CHS subterfuge that underlies this whole mess.
Karasu, you can continue trying to suger-coat the CHS vs GLRR situation if you like but you are only kidding yourself. While the CHS may be doing great things elsewhere, this issue is giving the whole outfit a black eye. And quite frankly, if the rest of CHS goes along with it they are just as guilty as the parties immediately involved.
Of course, this IS just one person's opinion.
Please see the link below for the rest of the vendors questions on the first go around including the above statement along with other what we know today as pipe dream CHS ideas.
