+1 on that theory (Chris mentioned it as well) I read in one of my books (back when life was simpler and I had time to do so) that the person telling the story was sitting above the D&RG's Pueblo yard watching one of the #800 series 0-6-0 Switch engines shuffling cars around the yard. They mentioned how the "bright orange numbers on the tender" made it very easy to read the number from the hill above the river overlooking the yard. This would make it one of the S-33 class. I wouldn't doubt that some of the NG locomotives got the same treatment.
