The C&TS, if they had the K-28 and K-27 assigned to the East end to take the mileage off the K-36's changing out at Osier, would in my book be a far wiser use of their power. Not that would have even entered into the heads of the swap denial crew.
Actually if you look at the Uintah for example, they had dedicated assignments for what suited their power best. 2-8-0 and 2-8-2 Mack to Atchee, Shays on the Baxter Pass, another 2-8-2 out on the lightly graded Western end. Only later was it that with the arrival of the more efficent Articulateds did this change somewhat.
