Very difficult to say definitively at this time for several reasons, but, without the benefit of costly disassembly and analysis, a million or so could be necessary.
Firstly, consider that the 463 rebuild ran well over a million.
Secondly, 497 could well cost less because, other than its boiler, the loco's in pretty good shape because RGRPC did running gear rebuild in 2000-2001, however boiler belly is suspect and could run the costs right up to a million.
Thirdly, if 497's boiler has an expensive problem, 492's boiler reportedly has good courses, etc.,and would be a candidate to replace 497's boiler, but such a switch might well drive costs up to a million anyway.
Truth is no one knows for certain without investing bucks in opening up 497's boiler, and that's not a good use of scarce money unless and until ridership is heading north of 50,000 riders.
