The word I hear from a couple of different sources is that 478 needs more than a little work. Yes, less than 483 but 478 is still "nothing" unless ridership doubles and the C&T can justify 7 locomotives. On that day I can concede that a K-28 would be handy. Maybe they'd start running a second shorter Cumbres turn with five cars or they run doubleheaders 3-4 times a week. The drool is starting.
I think long term, especially if something happens to one of the K-36 locomotives, it will be good to have 483 around as a possibility vs 478. They have begun a cosmetic restore job to hopefully prevent any further deterioration.
We can only hope that something like this (or worse) never happens again...
