Your argument could be the other way. I mean, yes, there is a slight chance that someone could put up the money for 478, but that's probably the only way it would ever be restored on the C&TSRR. The argument of 483 would return to service is a good one, but there's plenty of K-36 locomotives in operation, having three K-28 locomotives will be prettier.
Also, if something happens to one of the K-36's, it would probably still have a lot of usable parts that could be moved to 483. Theoretically.
