The reason the trade did not go through is two individuals in Chama with personal agendas got to one of the New Mexico commission members, who had previously voted for the swap, and convinced him that the 478 had a lot of problems and the 483 was a good candidate for restoration. The other New Mexico commissioner takes his lead from the first, so both changed their votes and killed the deal. Of course, the information the commissioner was given was false, but like almost all politicians, he's not about to admit he has been fooled.
