Just because the horse speaks, doesn't mean that all truth is spoken. Not calling anyone liars, but just let me know how keeping only 5 active and restoring the long term project first makes any sense other than both require about the same amount of work and time.
Again, the 478 would have just sat in Chama. It's a basically useless locomotive on the C&TSRR unless they have the ridership to justify more double headers and more shorter trains. When 489 and 487? were down earlier in the season, trains were an hour late because 463 had to be switched to stay on the Antonito side. They don't need the upkeep or maintenance cost on another locomotive that'll be a yard queen. Even if it was just a 1472, that's still a lot of money and work!
