Too short? There's 32 miles potentially, and it's theoretically still possible to rebuild more of it. Bridges and perhaps tunnel restoration would be the most expensive parts. But it's always required a fully-developed business plan, linked to the shops and lined up w/ what tourists are interested in and willing to pay for today. And to my knowledge, that was never really pursued and certainly not developed.
The owers, non-profit stuff - well, that's a long frustrating story. Yes, it was saved, but when cooperation between government, local supports, and the owner didn't work out - well, we get another static display. This one's particularly sad though, because there was (and mostly still is) a lot left, and a lot of potential left.
