The biggest reason is that until recently; the family that owns the railroad was not willing for it to become a non-profit organization.

Nearly ever sort of preservation is done by a non-projit with volunteers or a government project Which by definition is non-profit

That has now changed; but i think it may be too late.

That said, the Friends of the EBT are a small and poorly funded organization. They have done some good work on the buildings and shops.
It must have taken some work to get a shop steam engine from the 1870s to run again!
