The C&TSRR Commission has lobbyists in both states, and many legislators, aides, etc, are aware of the RR and the economic model. Much effort has to be made just to inform new people of what the states own. Too often, mentioning NG steam tourist RR, the reaction is Durango. One goal for both states is to become a "line item" in the budgets, establishing once and for all the justification for funding what the states own. Colorado's new Commissioner has a long history with the RR (his father, Gov John Love signed the Colorado enabling legislation) and has also served on Colorado's tourism board. No word yet from NM.
As far as "holding their feet to the fire," letters from non-Colo/NM residents in support of the RR will be very helpful. Be sure to mention all the usual positives - frequent rider, mucho dinero spent, great fun, etc.
Saving the C&TS is an annual volunteer effort. New blood always welcome.
