Based on my Rio Grande National Forest maps, not only is Los Pinos private property but so is Osier and a bunch of the land above Toltec Gorge. You can already see two cabins right above Rock Tunnel (and with permission from the property owner you can basically drive to Rock Tunnel).
It has fascinated me why people build in the middle of the Los Pinos meadows, and not along the tree line. These folks must be afraid of trees or something. Here a picture from 1960:
I agree that once you get out of town less has changed (unless you want to complain about trees that have grown much higher). But you can say the same thing about the D&S past Rockwood (and that's a for profit tourist railroad). Most of the historic integrity issues are in the terminals and the structures along the line.
