Don't mean to speak for J. David, and hope I have most of it right.
I believe staybolt spacing was part of it, but additional points were that the welded-in staybolts were fillet welded, instead of full penetrating welds. Also, everywhere there was a rivet, there is a plug of rod, with two fillet welds where the heads would have been bucked over.
All of the welding in the Chinese locomotive boilers is not stress relieved, as per ASME. I also believe to get the pedigree right, the firebox steel for all of the built for US class SY locomotives are imported from France. Also the "Meg Wah" (Beautiful Land in Chinese, their word for America) built locos are right hand drive.
I cannot confirm this, but I think the Boone and Scenic Valley JS is 100% Chinese stock.
While this may horrify Yankee M.E.'s of the boiler bent, I spent three weeks over there last Sept-Oct, and didn't see any blown up locmotives anywhere!
