I would have to agree with you, Bob, but if they have poured concrete foundations already, the point may be lost to decisions already made. Old - looking streetlights with green or orange tinted lighting will not be nearly prototypic. I personally would vote for incadescent bulbs in pie pan light fixtured, attached to gooseneck pipes mounted on wooden poles. The poles could feature all-weather outlets at the base to attach bright spotlamps for specific night work projects. If the lamps are not needed, they can be switched off - as burning them all the time will only burn money. Modern surveillance systems probably would be the best security, if necessary.
