The four wheel side dump cars were used for ballast (and probably other things as well). In the mid teens, the marion model 30 steam shovel did a lot of work at Larch digging for ballast. There is a good picture of the side dump cars in the sagebrush and pine book.
The 1946 SVRy freight rosters list 10 of the side dump cars #201 - 210.
