>When the cars were "restored" was there a maintenance plan in place?
Not specifically. Any work performed is recorded. There are efforts to be more proactive, for instance this year somebody went around and serviced the journals on cars that normally aren't moved.
>After the cars were "restored" were they then placed in the realm of the Commission to maintain and use?
There's not a black and while answer. Most of the time the cars are returned to the Operator and if they want to use it, fine. If they break it and they still want to use it, they normally find a way to fix it. I will stop there.
>Are the cars property of the Friends?
Absolutely not. Even cars that the Friends bring back to the property are donated to the commission.
>Why are the cars requiring repainting now?
Sometimes you can blame the quality of the paint, sometimes you can blame the quality of the application. In both cases, there have been a lot of effort to understand why, and I know one of the members was a paint scientist who offered recommendations that are being followed. We found a flat car this past summer still with the yellow "CNM" stenciled on it which indicates it had not been repainted since being shoved onto the the property in 1970 by the Rio Grande.
