This is probably totally off the wall but it seems to me that there is already a visitors center in existence. It is in form of a stone depot in Antonito.
Spruce up the wye, put a pathway from the C&TS staion, put in some parking, maybe put in a crossover track from the loop to the SLRG taiil of the wye and run dual gauge to the stone depot.
This would, of course, require a lot of cooperation from the SLRG and the City of Antonito. Except for lack of money and a desire to make Chama the main destination point, it seems like a decent idea to me.
With a little dual gauge trackage and possibly a rebuilt 463, maybe we could watch the idler car and a standard gauge box car being pused around occasionally.
This is probably the tenth time I have suggested some dual gauge and rebuilding the stone depot. After getting shot down every time, I always tell myself I'll never broing up the subject again. So here it is.
