I personally think that the GTLInc guys have every right to bytch about this. If the current operation is anything like what I am reading here the tourist railroad community as a whole should be ripping them apart. If there is an accident at the Loop and someone gets hurt or god forbid killed it could spell disaster for every tourist railroad in the country. It would send shockwaves through the country and before you know it the already outrageous insurance prices charged to tourist railroads would sky rocket. This would be the end for many small operations who as it is now can barely afford to continue operating. Poor operating habits at the loop is bad news for everyone. Just look at the Gettysburg boiler failure (do to poor operational practices and poorly maintained equipment) or the steam traction engine in Ohio that blew up. After these accidents many steam locomotives were sidelined not because they were unsafe, but because the railroads that operated them couldn't afford to keep them running with the new regulations and the increased insurance costs. Again this will not just affect the loop. This is bad news all around.
