An insular Railroad comes under FRA inspection at the FRA's wishes, not because the law demands that they follow the reg's like a regular common carrier or someone who "Crosses the road" like other operations.
As long as the Railroad keeps their nose clean and nothing happens, the FRA has the option at their leisure whether to get involved or not. I look for the Loop to come under more scrutiny.
Dan, there is only so much work that one individual can do. If that person is overworked or fatigued, they are much more likely to overlook something that may make the difference between life and death. All nighters are not a good thing.
