Actually a long term lease by NM from Colorado was in the works, when the Colorado Commissioners killed the deal(FWIW...it was the EX Colorado Commissioners). Too bad. It would have helped relieved most of the problems created by the current structure of the bi-state Commission. It worked when there was a leasing operator was involved, but that has changed.
Bill Hume, the NM Governor's Director of Policy and Procedure called the deal the "worst kept secret in Northern New Mexico". He worked very hard on the lease agreement that was being negotiated, and the compromise was the current structure, replacement of all commissioners and MOU between CO and NM.
