Switch numbers are based upon the frog angle.
Actually, it is the distance from the point of the frog to where the rails are 1 foot apart on the gauge side of the rails. Another way of finding the number is to divide the length of the tongue (point to end of rail at joint) by the width of the heal (distance between the gauge sides of the opposite rail joints) [this method is quoted from a 1920's book on railroad alignment].
