I'm relying on my dim memory here, but the cars were chosen, basically, to try to make sure that we had a representation of all types of cars, knowing that it would be impossible to save everything. We may have missed one or two, but I think we did save a pretty good cross section of the rolling stock, and especially the one-of-a-kind cars, like the tie and rail flat for example.
