There is a lot of heated debate within the photographic community about what editing is appropriate (and even legal). A news photographer was recently fired for edits he made with Photoshop to news photos he shot in Lebanon.
There are groups trying to formulate guidelines and rules for news and legal photographs. You can image the problem with someone "fixing" a photograph taken as evidence for a trial.
It is a bit more murky when it comes to historic photos. No one is probably going to be fired or sued in court, but as was pointed out, it can call into question all historic photos.
