From what I have read on this incident, the vandals(they were not volunteers) got in by "cutting" the fence and proping it open with a tie or board. The gates were locked when firefighters arrived.
My purpose on this string was to make people aware that old historic equipment is vulnerable and that we, as a society, lost a piece of our collective history when this fire happened.
It does appear that CATS and other RR's do have a plan incase the unspeakable happens. Some of the suggestions I have heard are good and are rather simple to carry out.
Lets hope we never have to find out if they work!
