Up here in the Wallowa vly, the large sawmills that were operating in the 40's 50's which were the Mt. Emily Lbr. Co. here in Enterprise and the Bowman Hicks Lbr. Co. late J.Herbert Bate Co. which was originally a Nibley Lbr. property ( the same Nibley that was a partner in SVRy and OLC) had their own steam powered generating plants. They operated in parrallel with the local system so they sell thier excess capacity. I wouldn't be supprised if the Palmer Lbr. Co. (later Mt.Emily, then Valsetz, now Boise Cascade) mill in LaGrande might have done the same thing with East Ore. Light and Power. Perhaps Stoddard in Baker might have as well. Just guesses. As I understand it the steam plant in Baker was built by some of the same investors such as the Eccles family and I believe C.W.Nibley that were the main movers and shakers of Baker City in the early part of the 20th cent.
