Jeff,
the material cost of the flues is only one of the factors in the 1472 service day inspection. The flues must be removed, and they can be safe-ended and reused.
But there's more. The exterior of the boiler be inspected as well, which means removing the lagging and jacketing. The boiler must be mapped for thickness for the Form 4 calculations, and brackets and studs can interfere with the measurements, so they must be removed.
Finally, hiring a competent person to calculate the stresses for a Form 4 can cost $5,000-10,000, more than new flues would cost for Eureka.
The term "removing the flues" gets used as shorthand for all this work.
