Dan, I hate to say this, but you are an exception. You treat that locomotive with the utmost care and would never put anyone at risk.
However, for every Dan Markhoff, there is another owner out there who hasn't the foggiest notion how to properly maintain, inspect, operate or store a locomotive. These types are always trying to find a way to get around any rules, regulations or requirements. They beat their locomtives to death, don't treat the water, store them wet in unheated conditions or out in the open, and still expect to get special consideration from the regulators. I think you've fallen victim to the regulators using a shotgun when a rifle would be better.
And ther is much more to an interior inspection than just looking and taking pictures. There are measurements to be made, signs of fatigue, cracksw, discoloration, loose rivets, and many other things. The miniature robot that could do all of that would be pretty expensive.
